PPP to Promote
Handwashing with Soap Brainstorming Workshop
May 7, 2001, World Bank, Washington, DC
The May 7th PPP Handwashing
team's brainstorming session involved more than 20 participants, all involved
in some aspect of the handwashing initiative, including representatives
from the London School of Hygiene and Tropical Medicine, the Governments
of Kerala and Ghana, the Water and Sanitation Program (WSP), the Environmental
Health Project (EHP), BASICS, UNICEF, the World Bank and a few private
sector representatives. The meeting proceeded in two main areas:
- Reviewing
the initiative to date: The team outlined the detailed work needed in
Ghana and Kerala to get the initiative off the ground including a detailed
review and discussion of action plans and methodology for conducting:
(a) formative research study on consumer behaviour, (b) a study of the
market structure (i.e. the supply side) and (c) reviewing existing experiences
in hygiene/handwashing promotion. This lead into discussions on developing
options for PPP arrangements, drawing heavily on the BASICS Central
America experience, the input from the private sector representatives,
as well as additional research.
- How to "go
global": The team brainstormed on how and when to bring in the
large private multi-nationals, without excluding the local private sector,
how to roll this out to other countries and the contributions of the
key partners over the next 18 months.
