Need (CMR, IMR, DD morbidity & mortality): Under 5 mortality: 40,000/year from DD (UNICEF 2002), DD is the 2nd killer after ARI.
Demand (as expressed by beneficiaries) 
Rationale:
The Office National de líAssainissement du Senegal (ONAS) expressed interest in piloting the PPPHWI in Senegal at the May 2002 World Bank Water Forum in Washington. ONAS considers handwashing as an effective mean to optimize the national sanitation program's health impact.
Drivers/obstacles to handwashing with soap: Handwashing Behavior Study ongoing. (See full TOR in French below.)

The study objectives are:

1. To assess the rate of handwashing with soap at 4 critical times in targeted areas and its context.
2. To identify drivers for handwashing with soap in communities.
3. To identify target groups.
4. To identify and document channels of communication that are used and will be most efficient to reach the campaign targets groups.

There are few currently available data on handwashing with soap after using the toilet, after cleaning up a child or before eating/preparing food.

Program Goal:

The intervention will focus on rural, urban and peri-urban zones to cover various socio-cultural conditions.

A national handwashing behavioral study (baseline) is currently being carried out. The onset of the study has been delayed by recurrent cholera outbreaks in Senegal during in the first half of the year. Survey staff received training in early August, 2005, and are now implementing the survey.

The Senegal Public-Private Partnership for Handwashing with Soap is preparing its campaign launch for early winter 2005 /2006. The Japanese Social Development Fund (JSDF) grant for the Senegal PPPHW was signed into effect in May, 2005. The JSDF grant will fund the district and community level components of the campaign. The Senegal PPPHW is in the process of selecting firms to carry out these components. The selection process is expected to be complete in September, 2005.

Stakeholder support for the initiative remains strong. The Ministry of Hygiene has shown a strong interest in the PPPHW. A steering committee, headed by the Minister, will be set up and Office National de l'Assainissement du Sénégal (ONAS; Senegal's National WSS Agency) will remain the executing agency. Since the Initiative's inception, partners have shown enthusiasm and support for the program. On the funding side, a proposal for funding has been submitted to the Belgium Technical Cooperation and the PPPHW team is discussing potential contributions with Plan International-Senegal.
